Project Overview
Project Name: South River Restoration – Monte Vista Farm Project
Location: 222 Monte Vista Lane Stanardsville, VA 22973
Project Scope: This project consists of the restoration of approximately 1,971 linear feet of the South River on a conserved agricultural property in Greene County, VA. Work includes stream channel reconstruction, floodplain bench creation, establishment of a two-stage channel, riffle-pool complexes with fish passage boulder clusters, installation of large woody habitat features, grading, erosion and sediment control, and all associated restoration, stabilization, and revegetation necessary to complete the project in accordance with the contract documents.

Bidder Questions & Responses
Please direct all questions to Kip Mumaw by email ( kip@ecosystemservices.us) and cc Chelsea Spoerl (Chelsea.Spoerl@riverfriends.org) by 5:00 pm on September 23, 2026. Responses will be provided on or before September 30, 2026, via email with an attached PDF.
Bid Submissions
Completed bid forms and other supplementary information are due by 5:00 pm on October 9, 2026. As part of the bid package, the bidder shall submit a sample contract for review and consideration as part of the contractor selection process. Additionally, the bidder shall provide an overview summary of the means and methods to be utilized for each bid form category. All materials are to be emailed to Bryan Hofmann by email (bryan.hofmann@riverfriends.org) and cc Chelsea Spoerl ( chelsea.spoerl@riverfriends.org) In addition to detailed cost proposals, all bid applications must include: Employer identification number (EIN), Unique Entity Identifier (UEI), confirmation of good standing in sam.gov, SWaM certification number (if applicable), two client reference contacts (name, phone, email), confirmation of insurance coverage of $2 million and ability to provide certificate of insurance upon request, and overview of previous similar experience.
Contractor Selection Process: The selection process will include a review by a panel comprised of FOR staff and partners of the Rappahannock River Roundtable. We will prioritize competitive pricing (10 points), SWaM certification (5 points), experience with similar projects (5 points), client references (5 points), availability to complete work in timeline (5 points), and adherence to project specifications (5 points) over simply choosing the lowest bidder.
Awarded contractor and all contractors will be notified of final decisions by October 30, 2026.
Contract Negotiations and Execution
The selected contractor will proceed to contract negotiation and execution using the sample contract provided or an approved alternative.
